Mansfield Town Centre Cycling Prohibition Relaxed

Mansfield's town centre's 24-hour cycling prohibition has been relaxed to allow people to cycle through the town centre at certain times of the day.

Cllr Bill Drewett, the Portfolio Holder for Safer Communities took a delegated decision on Monday 12 February to amend the town's Public Spaces Protection Order (PSPO) which will mean cyclists will be able to use their bikes in the pedestrianised areas of the town centre between 6pm and 10am, seven days a week. 

The decision was taken following an eight-week public consultation between September and December 2017, and was in response to an effort to tackle anti-social cycling at busy times. 

The cycling ban area has also been amended by the decision, encompassing all or parts of Stockwell Gate, Westgate, Regent Street, Leeming Street, Church Street, Market Place, Market Street, and Queens Walk. The new rules apply from 12 February 2018. 

The decision looked at whether or not the prohibition needed to be in force 24 hours a day and if all of the pedestrianised area should be included. It also considered the effectiveness of the PSPO wording, information and road signs. 

The road signs will be amended to reflect the amended rules. 

The terms of the ban remain unchanged, so anyone who fails to dismount when asked to do so by an authorised officer in the specified area commits an offence and could be liable for a £75 Fixed Penalty Notice.

Cllr Drewett said: "I carefully considered if the cycling ban in the town centre continued to be justified and proportionate and decided that it does need to apply seven days a week but could be relaxed in the evenings, at night and in the early morning.

"The justification for keeping the town centre free from all traffic - including cyclists - remains unchanged. We want to reduce crime and disorder, protect the environment and we think these measures are conducive to encouraging regeneration and employment."
